A travel plan is a long term management strategy which encourages sustainable travel for new and existing developments. It sets out transport impacts, establishes targets and identifies a package of measures to encourage sustainable travel. In November 2015, TfL released new guidance on the requirements for travel plans for new developments in London. This guidance includes an explanation of the process, when a travel plan is required, what it should contain, and how to monitor, secure and enforce travel plans. It supersedes the previous TfL guidance, Travel Planning for New Development in London: Incorporating Deliveries and Servicing (January 2015). The guidance is split into five sections: iTRACE is an online tool that supports the development and monitoring of travel plans in London. It comprises two key elements:
TRICS is the national standard system of trip generation and analysis in the UK and Ireland and is recommended by TfL having replaced TRAVL in early 2015. The database holds multi-modal survey data and allows users to predict the number of trips that will be generated by a particular development proposal. Pre-2015 TRAVL data for London can also be accessed through TRICS. ATTrBuTE is our assessment tool for building, testing, reviewing and evaluating travel plans. The package can be used by travel plan authors and assessors to determine the quality of travel plans. These case studies describe the development of travel plans for actual developments: the issues that needed to be resolved and the outcomes that have been achieved. They cover a wide range of different types and sizes of development and illustrate how good practice can be translated into action.
